Please be advised that Maldivian nationals require prior visa for travel to the Schengen Zone. You can apply for Spanish Schengen visa if Spain is the sole or the main destination of your visit. 

It is a mandatory requirement for all first time Schengen visa applicants to appear in person at the visa centre to record their biometrics. As per the Spanish Embassy, Maldivian nationals who wish to obtain a Spanish Schengen Visa (tourist and business visa ONLY) have the option to apply through either VFS France in Colombo or BLS Spain in New Delhi.
