English translation of the Presidential Decree issued on 4 November 2015
In the name of Allah
I, Abdulla Yaameen Abdul Gayoom, President of the Republic of Maldives, declare as follows:
WHEREAS, dangerous weapons and explosivedevices have been discovered in two locations in the Maldives after the joint operations carried out by the Maldives Police Services and the Maldives National Defence Force, following ‘Finifenmaa’ launch explosion on 28th of September 2015, and subsequent discovery of a cache of arms, and also upon receiving definitive information of plans by some individuals to use these explosives and weapons that would endanger the lives of the citizens of the Maldives and threaten the national security;
WHEREAS, I have reached the decision after consultation with the National Security Council to take immediate measures to guarantee the safety and lives of the Maldivian citizens;
NOW THEREFORE, for the reasons stated above, with reference to article 253 of the Constitution of the Republic of Maldives, I hereby decree and order to declare a State of Emergency in all areas of the Maldives for 30 days from 12:00 noon as of today, and decree to take the following measures to deal with the emergency and limit and restrict the following rights and temporarily suspend the Laws and infringement of certain rights and freedoms guaranteed by the Constitution.
To suspend and or restrict the rights guaranteed by the Constitution, in order to take all necessary measures so required in relation to the investigation of the suspected people or situation or places. Constitutional Rights that are to be restricted or suspended

Article 24 of the Constitution (Privacy)
Article 31 of the Constitution (Right to strike )
Article 32 of the Constitution (Freedom of assembly)
Article 41 (a) of the Constitution (Freedom of movement and establishment)
Article 45 of the Constitution (No unlawful arrest or detention) –with the exception of arrests and detention mentioned in this article.
Article 47 of the Constitution (Search, seizure and confiscation of residential property)
To reduce the 14 day period prescribed in article 100 (d) of the Constitution to 7 days.
